Executive Summary
The Ohio Historical Society (OHS) was awarded through the Department of Housing and Urban Development (HUD) Appropriation Act 2006 and a listing of certain specific Economic Development Initiative Special Projects a federal grant to completely renovate the existing restrooms at Serpent Mound State Memorial site. The stone restroom buildings were constructed in the 1930’s with pit toilets and no running water.

OHS wishes to improve the visitor experience at this important cultural site of international significance. Since the site is located in a very rural area, with no larger urban centers nearby or other public facilities accessible to tourists, providing modern facilities with running water and flush toilets is important first step. The project team put a great emphasis in preserving and protecting the site and historic structures while minimizing the impact of newly introduced amenities.

Public Display Notebook Introduction
The Ohio Historical Society (OHS) was awarded through the Department of Housing and Urban Development (HUD) Appropriation Act 2006 and a listing of certain specific Economic Development Initiative Special Projects a federal grant FY2006 EDI-Special Project No. B-06- SP-OH-0790. The agreement between HUD and OHS was executed on 11/27/2006. This grant will be used to completely renovate the existing stone restroom buildings that were constructed by the Civilian Conservation Corps in the 1930’s with pit toilets and no running water

The conditions of the federal grant require the project information is available to the general public for their review and comment. The following binder contains selected pertinent information which contributed to the project design. The materials are divided into six divisions. Introduction to each division explains relevance of the materials within the project context.

Division D-I contains general descriptions and background information about the project inception and development with a brief timeline. Copies of the correspondence between the Ohio Department of Development, Office of Housing ad Community Partnership (from hereon ODOD) and the consulting parties is included in Division D-II. Various reports prepared for and used by the project team in their process of completing the project design and obtaining necessary approvals are included in Division D-III. The materials are grouped into three sections such as: site soil conditions; historic preservation and evaluation reports as part of “Section 106” review process; and lead base paint remediation information. Division D-IV contains reduced plans for the Restroom Renovation project. Division D-V contains a draft version of the Memorandum of Agreement. Signing of the final Memorandum of Agreement will allow the project implementation phase to start. The last, Division D-VI contains a list of questions and comments received so far from the interested parties or anticipated by the designers with brief responses; followed by blank Public Comment Forms with appropriate instructions.
