Learn about the roles of George Washington and Rufus Putnam in opening the Ohio country for settlement. In May 1783, Rufus Putnam sent a petition to Congress suggesting uses for land west of the Ohio River, leading to the signing of the Ordinance of 1787 allowing settlement under a territorial government. Throughout this process, Putnam and Washington shared a long dialogue of their hopes and wishes for this new venture.
